Boat Empty Boat

There's a boat on a river. The water reach the second step of the ladder that is attach to the boat. There is 18 inches between each steps of the ladder. If the tide raises 12 inches per hour, how many time it will take to the water to reach the fourth step ?

It will never reach the fourth step, the boat will rise with the tide.
